It’s a moot point anyway, because as you pass the first speed restriction sign the Honda Jazz that’s way back in your mirrors wil accelerate to pass you and once in front will immediately brake to 10mph under whatever the signs say.

No it isn’t. It isn’t in a red circle so therefore is unenforceable. Unless it’s in a red circle it’s advisory, not mandatory.
