STGO stands for Special Types General Order…
which is the rules for vehicles which do not conform to Construction and use regulations by manner of width, weight or Length
CAT 1 allows vehicles to run up to a gross weight of 46 tonnes
CAT 2 allows vehicles to run up to a gross weight of 80 tonnes
CAT 3 Weights above 80 tonnes
