Slamming on the anchors would likely have caught the cyclist off guard so I would’ve done exactly that and slowed down so he’d bugger off on his own accord.

My reasoning for this:
1: he’s holding on to the truck and there’s no action by the truck driver
2: when he lets go, you see the brake lights come on the truck as the cyclist pedals past the truck
3: when the cyclist is clear, he appears to wave a thanks to the truck driver
4: lack of airhorns - ok I know it was an old Merc Actros and might have only had the meep meep horn, but it’d have still been used

Doubt it, that move by the cyclist in front of the truck was suicidal!
I’d say driver spotted him and did the right thing by gradually slowed down as jamming on the anchors / blast of the horn could have unsteadied the cyclist resulting in him falling and getting driven over.
