i always reduce my 45 weekly rest to 36 then make the 9 up, but reading my book it says mimium of 36 at base so does that mean you could have a 40 hr break and only make up 5 or is it 45, 36 or 24 and nothing in between. ta

Yes.

No, at base you can reduced it down to a minimum of 36 hours and whatever you reduce it to between 45 and 36 hours will be your weekly rest period. This will leave you with just the difference between what you took and 45 hours to compensate for.
