It can do if you want it to.
The EU regs do not say that you cannot get paid for a day off - just that you do not work at all - if that was your concern

I am working 6 days next week and my only day off will be new years day which will be one of my holidays, will this holiday count as a reduced weekly rest or do I have to have an extra day off for a reduced weekly rest?

REST is anytime that you do not work and can dispose of your time as you wish.
I assume your work will go somthing like this - I really need to know your schedule !!

Knowing what you intend to do could mean that having new years day off is only required to stop you going over 6 x 24 hour periods and might not be needed as a weekly rest

Yes the days holiday (New years day) will count as a reduced weekly rest period as long as you’re off work for 24 hours or over, which presumably you will be.
