Yes, you can, if a weekly rest straddles two fixed weeks you can choose which week to attach it to.
Example. You have been unemployed and then you start a new job. Your working week begins on Monday.
Week 1. Take 45 hours off at end of week.
Week 2. Take 24 hours off at end of week.
Week 3. Take 24 hours off at end of week.
Week 4. Take 45 hours off at end of week.
The rest at the end of week 1 can be counted as rest in week 2 because it straddles both fixed weeks. You already had a rest for week 1 before you started work. Week 3 is a reduced rest. The rest in week 4 is a full rest period.
Therefore in the above scenario you had a full rest period in weeks 1,2 and 4, and a reduced rest in week 3. Legal.

There can be some one off instances where its possible if they all include sunday midnight and that is where the weekly rest for a fixed week is at the start of the week and then changes to the end of the week which leaves a weekly rest during the change over which is not used for any week so it looks like
regular at start of week 1
reduced at start of week 2
reduced at end of week 2
regular at end of week 3
