Every encounter with DVSA (was VOSA) is scored. If you are clean, the score is 0.

Even an annual test is scored…a failed test is a bad thing, which is why operators no longer put vehicles in for test to find out what they fail on and then put them right. If a vehicle fails its annual test, then the operator needs to find out why it was sent for test in that condition in the first place.

So, if you are red you are very likely to be pulled up: but if you are a reformed operator and 100% squeaky clean, then the encounters will be clean and your average score will start to drop quite quickly.
