From July or thereabouts VOSA Examiners will be able to issue “Fixed Penalty” notices for certain offences exactly the same as the Police issue at present. Drivers will be allowed a certain time (I think it’s 28 days) to pay the fine or object and have their day in court. Foreign drivers have no choice in the matter, they must pay their “Deposit” at the time or face having their vehicle impounded (i.e.clamped) until such time as the specified amount has been paid!
