Run the video full screen and at ¼ speed and it looks like the fire started in the bikes engine then spread to the pump when the biker let the bike fall sideways.
It looks to me that the pump attendant probably let the tank overflow then the fuel caught fire on the bikes engine
I might be missing something but I’m not seeing any phone involvement at-all, 
Yes, the resolution is not too good. I forgot to mention that the police used this footage to warn drivers about their phones, they knew all the details…
I tend not to worry too much about mobile phones in petrol stations, far more alarming is the sight of a fat chick in sportswear, the thought of the sparks created by her Kappa clad thighs rubbing together causes me sleepless nights. 
On full screen mode, pause it at 34 seconds and advance at a click at a time and you can clearly see the splash of fuel to the left of the bike as you look at it as the tank is overfilled, the vapour of which then subsequently ignites.
