Does a vehicle head need downloading if you are the only driver? If so why, as I thought the legislation was about keeping driver records not vehicle records?

Yes it needs downloading and the file has to be kept as per tachometer regs. The reason being vosa will want to check the vehicle hasn’t been run without a driver card in it. The vehicle unit registers whenever the vehicle has been moved, so should match up with driver card records.

Probably simply because there are very few genuinely single driver vehicles. Most of them at some point will have someone else drive them even if it just a fitter taking them round the block for a test drive or taking it to the nearest ministry station to be tested. It doesn’t make sense for them to make exceptions for something that isn’t likely to occur very often, easier just to leave it as a blanket rule.
Also, as coiler mentioned, it allows them to check for movements without a card in.

rather than buying the download equipment, which seems to be a bit of a rip off.
ask your fuel card provider if they have anything similar to tak and drive, like AS24. it’s only available in mainland europe with AS24, but others might have something in place in the UK.
