apparently the automobile association have announced that with the introduction of paperless VED the owner will no longer be able to sell on the excess duty with the vehicle but will instead have to claim it back from the DVLA and the new owner re tax the vehicle them selves asap

Sounds fair to me.
This makes tax, insurance and MOT even more dependent on each other. To get either one you should have the other two.

wich should stop people deliberately not registering vehicles to dodge fines etc
which can only be a good thing

It also means the seller could lose out by being able to claim back only complete months of tax, similarly the buyer could have to pay more due to being able to buy only complete months of tax. DVLA = winner

can see a lot more sales at end of each month to counteract this
