they got off on technicalities ie they’re not europeans 
what they don’t say and I think this makes a big difference what ethnicity these Romania’s are I suspect most would be gypsies, I know its not pc to list It that way, but to do it just on nationality does a discredit to hard working people from these countries that are not gypsies and that goes for the Bulgarians as well, the gypsies have been a blight on there lives in their own countries for years because of the shear numbers that live there. I don’t have figures but talking to my partner most crime committed in these countries is committed by gypsies and I am talking about low level theft, pick pockets, drug dealing ect, she did say that the higher level crimes bank robbery drug supply and white collar crime is committed by Bulgarians that are not gypsies, there is still a lot of mafia connections there and corruption in government which does not help the situation 
The hard working ones with jobs in Romania hardly ever travel ,its the mafia’s that gives the country the bad name.
The word mafia abroad applies to any kind of organized crime… not necessarily the Sop’s,
