Yes as long as your not coupled to a trailer.

Yes you can, it was recently discussed here.
Under the old pre 1991 UK HGV rules a driver would need Class 1 to drive the unit but when the EU changed us to LGV in 1991 the rules changed

You have to unbolt the fifth wheel and replace it with a big red sign saying - I AM NOT TOWING A TRAILER.

A Frame wagon and drag on a class 3 = good
Unit on a class 3 = bad
