Looks like some eastern European country.
It happened in Turkey, it was one of the first things i ever saw on you-tube!
It’s crazy how some one can be so negligent 
It looked like the people nearest on the bridge ran afterwards so I’m guessing they had a very lucky escape.
most of them have probably died of old age with the amount of time that video has been knocking about the net
