The road to hell is paved with good intentions alas. 
To tout business from other hauliers, such a new firm would have to offer a permanent discount which could only be achievd by taking on an army of drivers on for minimum pay…
Any attempt to scrimp elsewhere in the business to make up a better pay package would be knocked down by clients who’d argue:-
“We could have your services 34% cheaper rather than 9% cheaper if you didn’t pay your drivers £12ph… Do it, or we’ll stick with those ■■■■■ firms we were already with…” etc etc. Safeways drivers and then safeways itself fell by the wayside after being a veritable oasis for both full time and agency drivers in the 1990’s. 
The UK has a deflationary mindset now. People boast of how little they are prepared to spend rather than how much they are prepared to overpay to get any job done well.
