Where they on a min 9hr daily rest though?
As Rog stated, if they are taking a daily or weekly rest the vehicle must be stationary and they must all have a bunk.
Maybe taking a driver back to his broken down truck.Or one is a mechanic going to help.Or on the way to drop one off at a train/bus or airport to go home.Or on way to hospital if fell ill.?
I expect the vehicle will leave our shores with only one inhabitant.
