i wonder if someone can help me. i entered a street in southport which had only access for service or shop access. this road has otherwise been closed of because of road works. there is a sign pointing to my exit and traffic lights at the end. these lights stayed on red permently i went sraight on after five minutes waiting . there are no traffic light cameras. is this a works exit and have these lights been turned to red for a reason. 
Sounds more like there was just a fault with them. If they were the temporary lights it may be possible that the sensor wasn’t working and didn’t pick you up sa you pulled up.
with temp lights they have a kind of diagnostic system in them. If it finds a fault it sets all the light heads to red.
