I assume like mine , I was just sent a letter saying I was receiving a caution for my conduct , no need to go before tc
If they’re going to suspend your entitlement I would expect they are going to want to see you face-to-face to make sure you appreciate the gravity of the situation from their point of view.
It seems reasonable that cautions and warnings could be dealt with via a letter

I would add I’d already been to court and paid a £776 fine , then caution came after
