Needs C1+E with NO restriction code to do that
107 endorsement is on the back of the photocard licence, I would guess that if he changes his paper one for a photo card he’ll have it the same as everyone else.

As the link states licences changed in 1990 so it’s possible that this driver could have one of them in which case it would say ‘group’ A with very little further explanation. If it’s a newer style paper licence then the restriction will be shown next to the entitlement with the new C1 code.
I contacted the DVLA and they said that the old style ones came with a seperate white pamphlet explaining the restrictions - as for the driver in the OP, he may have lost this pamphlet
The driver mentioned in the OP is illegal if driving a 7.5 and towing a trailer over 750kgs if they have only passed a car test.
The driver mentioned in the OP can legally drive a vehicle of say 5 tonnes and tow a trailer of 3 tonnes as the combination does not add up to more than 8.250 tonnes
