Need to be at langham hotel central London 8am tomorrow with usual traffic etc what time should I leave toddington??

NOW…only joking. Depends what you are driving and depends on hold ups. You could do it in an hour but it could take you two or more.
My preference would be to leave as early as poss and get there early that way avoiding busier roads.

Delivering/collecting for a events company its all been organised trucks currently parked in central London onsite on way in took a route avoiding the 9pm-7am restriction

As above if they have you a space/got a compound area that ok for you to sit in/to park in just get in as early as possible and then relax. Better that than battling traffic to make it.
