Regardless of what you think about smokers and littering, these clowns have no power and their existence has nothing to do with littering and everything to do with £££
I don’t agree with littering and go out of my way to get rid of rubbish.
However - what would happen if you told these people handing out fines to do one ? What could they really do? A bit like the dog warden or the bloke checking rod licences when fishing?
If some jumped up little ■■■■ gave me a ticket for dropping a ■■■ ■■■■ on the floor, his ticket would be joining it.

Smoking should be outlawed everywhere, even in people’s homes. Remember, if you’re a smoker - you WILL die.
