There are many factors that must be taken into account when transporting anything in Class 7.
The regs are very strict indeed, and it’s absolutely the consignor’s (sender’s) responsibility to measure the radioactivity, provide correct packages and documentation for transport, as well as info to the owner of the vehicle and the driver. (Amongst many other things.)
Most class 7s are in transport category 0, and therefore the regs, including the need for an ADR licence, would fully apply regardless of the amount of those substances carried. However, this is one of the few occasions when there’s also an upper limit to what can be carried.
Some other class 7s are in transport category 4, so a lot of the rules wouldn’t then apply. I’d stress that the rules for this are extremely complicated and that the consignor and the owner of the vehicle are your first points of contact for info. Like any other ADR question, the starting point is the UN number and size/type of package.
Is this a theoretical question, or do you have something specific in mind 
My tip for class 7 stuff is to leave where it is, unless you are absolutely certain that you’re legal to carry it.
Not to put too fine a point on it, the penalties for any wrongdoings with class 7 are rather severe.

If it’s a theoretical question, I’m quite happy to let it slide. Class 7 is a pain after all, and best left to the consignor in view of the fact that there are all kinds of conditions attached to it.
The required info is mind boggling enough. Then in interpreting it, there’s almost certain to be something missed due to the medium we’re using.
Consignor’s job.

Fair point Mr Gonzo, but by the time anything is glowing, it’s probably far too late for anybody to care.

Your answer isn’t exactly correct, but it’s not completely wrong either. 
It’s a tad more complicated that you’ve suggested, and that’s why there’s such a heavy legal duty on consignors.
Some class 7s are in TC4 though…
We can have a better stab at this if the OP comes back with some info.

Except every thing you say agree the regs are a lot more than (cat 0 ) just comfirming there are thresholds.
