to a certain extent you are right,but we all know the money the councils get for roads that a lot goes elsewhere and not where it’s supposed to go,and when they do get pulled over incidents like this they start bleating that they don’t have the money.

Doesn’t matter which tax, if you expect councils to maintain every single country lane to a high standard then your taxes will go through the roof.
Drivers have to be responsible for what they’re doing, and in this case he was obviously too far over, in fact the first photo looks like he may have had the outer wheels off the tarmac.

A class II tipper driver passed me like a bat out of hell once on the A71 coming out of Irvine in the most inopportune place because I was driving to the speed limits & held a pillow up to me as he passed.

Yes, they are and we do, in general taxation (not vehicle duty which is not ring-fenced for road maintenance but goes into the general tax pot). County councils are responsible for all public roads except trunk roads - if this lane was unsuitable for trucks it should have been signposted as such, made suitable or a weight restriction imposed.
