Get yourself on a main road leading to a ferry port. Drive at 88kph. Now count how many trucks of different nationalities you overtake, and how many overtake you. If you overtake next to none of any particular country, but get lots of them flying past you, then its easy to see how a reputation is won. Speed limiters arent everything, but do drop a few hints about the “Corporate Ethos” of those going that way.

in ireland both north and south,then they are 40 years behind with road use attitude coupled with an almost complete lack of fixed and mobile cameras,add to this a general complete devil may care attitude to life in general,and it leads to having the “reputation” they have anywhere else they go.
similar to the ee flipflops attitude to drink driving,only because they come to the uk do they stand out from the indigenous brainwashed masses.
i was parked in antwerp a while ago where there were 5 taliban in a daf parked next to me,blocked out of their brains and being noisy and rambunctious passing the vodka well after 3 a.m…they were bladdered,but when i pulled the curtains at 7 a.m,they were all gone.
attitudes are different in different countries.in ireland,their laid back and dont care about much which to me is a great thing.
in the entire country of northern ireland,then theres 2 sets of average speed cameras.1 that are never on,and 1 that are on for 2 hours a month…theres i think 4 fixed cameras but certinly no more than that…to put that into perspective,i left a place near stoke recently 15 miles from the M6…i went through 15 cameras to get there…

The Paddys, as you call them, have worked hard to get their reputation, very hard. And all the ones Ive met dont seem really upset about being picked on.

On the flat with a numbered up limiter. I’ve lost count of the times I’ve embarrassed V8 Paddywagons on the bendy bits in Spain and Italy and I wasn’t even trying.

Alternatively the Paddywagon who drove into the 6 foot high, weighted with sandbags, 200 yard lane closed marker in the dark on the M6 at 60 mph (yeh he didn’t see 'em from 800 yards out). Bet that woke him up.
