There’s an official in a Hi-Viz stood in the middle of the junction directing traffic
That made me wince.

I think it may have been strapped, there is what appears to be a couple of straps hanging out of the trailer after the load fell.
Whether or not they were actually doing anything useful is another story though
It’s hard to tell from the video but it looks like chains may have been a better option.

Agreed, or jack-knifed it, the back end was definitely going to have some fun either way.
I really can’t see what made the “driver” think that speed was acceptable for either the conditions or the manoeuvre he was trying to carry out
