There are so many exempt vehicles on the road who do not pay any excise duty, fire, police and ambulance, disability cars, mobility scooters, green and low emission cars, works vehicles, etc. That in itself is a job for a traffic warden or PCSO working out whether it should be taxed or zero rated.

Which begs a question: When I take my car abroad, my insurance limits me to 90 days in any one year, so surely, this same system must limit foreigners to a limited amount of time abroad, and I don’t know of any foreigners, that go home every 90 days, unless their insurance companies work in a different way, most of the foreign cars on our roads are driving illegally, or am I wrong.
Truckyboy, the 90 days on your policy is the cover at the same level as “home” e.g. Comprehensive. Every EU policy has to give cover in the whole EU area for the duration of the policy, but at the bare minimum level required for each member state. Insurers make a good job of not shouting about this. See EU Directive 2009/103/EC (pdf), articles 25 and 26. In effect, you get a full year third party only, so after the 90 days on your particular policy, you are still legal, but running on reduced cover.
