Just a couple of points in the interests of fairness ,the building (including the loos)is a class 1 listed building which need to be refurbed to the original condition using the same materials and techniques ,also they have to try to do that and put a disabled loo in to match the original decor,doing that and keeping English Heritage happy doesn’t come cheap
Having said all that my own experience with government contracts tells me that contractors generally treble any normal costs once it is known that the tax payer is footing the bill .
