You are indeed wrong. It’s not lucrative for DVSA as they don’t get to keep the deposits or on the spot penalties. The only part of the DVSA operation that is “self financing” is the vehicle and driver testing - which somewhat ironically doesn’t involve foreign based vehicles and drivers.
Your comment is irrelevant and the next thing you are going to tell me is the Inland revenue don’t get to keep my taxes for themselves either and the police don’t get to keep the the drug money for their Christmas party or to buy a new car for the station.
The fines go into the big pot and the expenses come out of the big pot and I know that you know that certain government services are budgeted to bring in certain amounts of revenue each year via fines, not for themselves necessarily but for the big pot.

I’ve no idea whether or not the DVSA target foreign lorries but if they do maybe it’s not because they’re seen as easy money but because they’re seen by the DVSA as the most likely to be none compliant 
Indeed the police stats show the foreigners to be a bit more non-compliant than UK trucks, I think they say 45% vs 38% non compliance in one stat iirc but what level of scrutiny is applied to the foreigner I cannot say.
As I keep saying the current system of oversight in most of Europe is completely biased against foreign trucks whether that is a Spanish truck in the UK or a UK truck in Spain.
This is because they collect large on the spot fines only from foreigners before they are allowed move off without any normal due process whatsoever.
If the exact same rules are applied to local trucks in these countries including the UK there would be outrage.
I’m all for stopping and fining unfair foreign competition if they are unsafe but not at the risk of huge retaliatory fines when I am abroad for minor or even non existent offences.
Locals and foreigners have to be treated equally because tug in Spain in a very unnerving experience.
