Ignored all of them, then heard nothing, so thought that was the end of it.she has now received letters from a collection agency threatening to arrest her wages.the question is can they do this ? Anyone been in this position before and what happened.
Was the parking company NPC or the supermarket itself?
Might also be worth getting advice from CAB rather then a truck forum, no offence.

It depends.
If it says ‘Penalty Charge Notice’ it’s enforceable by Statute Law and you’d be best paying it quick.
If it says anything else then it’s not covered by Statute Law and they’d have to take you to court, which is possible but unlikely. In my (granted lay) opinion the threat to arrest her wages is pure BS. They can only enforce the debt via a collection agency if a court issues a judgement against you. If they come to your house, tell them that they are demanding money with menaces and you will have them arrested for this and trespassing. Without the say so of a court, they CANNOT DO THIS!
If it says anything but Penalty Charge Notice, unless a court finds against you they can do nothing. Have a look at the link below which will explain exactly what the position is:
They are highly unlikely to go to court as so many people pay up without a whimper, and courts will look at how reasonable the charges are (and often find they aren’t reasonable). They are likely to let it drop if you follow the advice on the link above.

The law changed slightly on these last year, Were as you used to be able to ignore them/use as toilet paper, technically the parking companies can take you to court now BUT they wont get anywere near what they try to charge on these “invites to pay” as legally all they are entitled to is there loss of earnings from the space you used Ie if it cost £2 an hour to park thats what they are entitled to in court (non of the £85 rubbish!!)
