A friend of mine is importing food to the U.K, he had some stolen on the dock side (not sure if this was when going through customs or not)
When they looked at the insurance they were told goods were insured to the ship, on the ship and to the destination but NOT on the dock side.
Have you come across this before and is there and insurance that covers this.

if its in a containner i dont think so, if it was in a van it would be coverd by goods in transit. 
Sounds like it was sent DAT, when it should have been sent DAP or CIP.

The answer to your question is that it depends on the particular incoterm that was agreed between the seller and the buyer.
