the arrows are the wrong way round
Some numpty placed the sign with the arrows on it upside down
Legally it would be those approaching those works that would need to give way because their side of the road is blocked

Quite agree, Rog. Of course, it ceases to be a road sign when it was that way up so, as you say, the normal give-way rule applies.
It actually belonged to the County Council too.
Completely wrong sign layout in any case, no visible Road narrows signs at either end, no Man at work signs visible at either end and no directional Pedestrian arrows at either end ( commonly known as a chapter 8 layout ) and mandatory for all roadworks.
Whom ever set that lot out clearly has not got a āstreetworksā ticket, having worked for a private utility company, those faults would incur several fines from the local council highways officer. But as they set them out themselves in the first instance, i guess that would be ignored.
