You used to be able to. It changed (in 2006 IIRC). Now it is 3+9.
A split daily rest making a regular daily rest means having 3 hours off in one go during the shift followed by at least 9 hours off at the end of the shift and all within 24 hours of starting that shift
The rest rules will apply to both the 3 and the 9 hours off

Nope, the first part of a split daily rest period has to be at-least 3 consecutive hours rest and the second part has to be at-least 9 consecutive hours rest, neither the 3 hour rest nor the 9 hour rest can be split.
