if one has done x3 15h in a week and you can do a split break of a 3 and 9 hours off can your 3 hour rest bit start in the 11th hour so you’d still have hour 14 to 15 to work, or must the 3 hours be taken before the 13 th hour of spread is up?

It can start when you like, you could start it 11 hours and 55 minutes into your shift, then work 5 minutes from 14 hours 55 minutes until 15 hours then take your 9. That would be pretty pointless but legal.
There is no mention of 13’s or 15’s or spread in the regulations so none of that comes into it, it’s simply the amount of rest in the 24-hour period that is important.
