I know I can split my 45 minute break into 15 and a 30 but does the 15 count if no driving is done prior that point?
Seem to remember reading something that it wouldn’t count if no driving had been done to that point.

No. You can’t have a driving break if you’ve done no driving.
The 45 minute break is designed to interrupt a period of driving. For the 15 to count you therefore must have done at least 1 min of driving time first.
Beware that on many digital tachos they will still reset your driving time if you haven’t done any driving before your 15 mins.
