Speed camera?

I’ve noticed strange devices popping up around widnes/runcorn which look like the normal speed/traffic measuring devices which have two cords that go across the road that measure the speed of the traffic.
where these devices differ is that a camera is monitoring the cords and looks to be aimed at number plate level.
I’ve spotted two, one is by widnes bridge in the 30 zone just after you come off the bridge towards runcorn, and the other is on the A557 heading to runcorn/widnes, just after the second roundabout after you leave the m56 and on the opposite side of the road from the gatso.

I thought they were for weight or axle counting, didn’t think they monitored speed, the two strips of cord across the road close together? The plot thickens…

They are monitoring the amount & type of traffic using the area in preparation for the new bridge being built. It’s something to do with setting the level of toll charges when it opens and how much money it may generate.
