Well it amazes me too! There have been signs up on the toll gates for 6 months stating over 3.5t tags only beginning 01/1/13. So in that case I will have to surmise that they havent implemented it yet and try to find out what is or isnt occurring.
And to ensure there is no confusion, I will edit out my original post.
I do know that several motorway concessions in Spain do not accept Euroshell since the 1st of Jan
