Google and other mapping etc companies certainly have roof mounted cameras.
The Mail is having a rant about some other London ones here

Seems speed and box junction cameras can be roof mounted, and thus easily moved around different locations, too.

Car stationary or moving? If parked its doubtful it
s mapping, unless driver on a coffee break.
Parked at busy roadside? Some sort of enforcement, more likely, I would think.

Thought so. On a carriageway doing 54 mph spy car pulled infront and slowly vanished.
The cameras facing towards driver cabin. I suspect mobile phone usage or speed check but unsure never see anything like it. Certainly not a Google vehicle.
Local council here use them to enforce parking etc, but that one is marked with what it is.
Probably driving round trying to find women in short skirts to film for his “collection”…

Just to make you all aware while were on the subject, the comically named “safety” camera vans are now able to prosecute for seatbelts and mobile phone offences, also there are dedicated roadside cameras specifically targeting the use of mobile phones a number of our drivers have been prosecuted and the photographic evidence has been circulated around our depots one was eating a sandwich.

Safety vans have been catching people not wearing belts and using mobile phones etc for years for prosecution. Anything the camera can film can be a prosecutable offence.

Without a bit more to go could be anything. From an autonomous trial vehicle, parking camera vehicle, tax anpr camera vehicle, to some youtuber driving filming for views to just about anything else you could dream it up to be.
