Both Severn crossings were/are two of the few which were built with public money and operated by the government. I only know this because I used to drive (before retirement) a Crown vehicle which was exempt tolls and charges on publicly-owned bridges etc.
Three years ago, on the SSC, I rolled up to a line of free toll booths - unfortunately, I picked the one manned by a Polish fellow. The exchange went like this:

‘Good morming, Crown vehicle exempt toll’
‘I not understand, how you say - Crown vehicle?’
‘A vehicle owned and operated in the service of Her Majesty the Queen’
'Oh (pause for thought) you work for Queen?
‘Well, yeah’
‘Oh (pause for thought) Queen not pay toll?’
‘No mate, Queen don’t pay tolls’
‘OK, you do - God save Queen!’

and off I went!

Last I heard it was the French but a queens vehicle wouldn’t pay any toll anyway. Especially if they have a cannon fitted to the front
