You can take your seatbelt off for reversing or a delivery driver travelling less than 50m to the next drop

Print this out and submit it with your appeal!
Wearing a seatbelt is not compulsory if you are performing a reversing action!

By whom?
As others have said reversing is exempted, in fact it includes the complete manoeuvre.
Exemptions
- (1) The requirements of regulation 5 do not apply to–
(c) a person driving a vehicle while performing a manoeuvre which includes reversing;
