I might be mistaken but I would say its an extra mirror, I could be wrong but when I was a kid the mirrors were only as big as budgie mirrors unless somebody else can shine a light

Possibly worse than none at all, by the look of it. You would have thought that, given the knowledge that some sort of wind deflector was desirable, that the industry did not take the next obvious step, which was to work out what shape it should be. IIRC, the first manufacturer to do the necessary testing, and come up with an air management kit optimised around a standard cab, was Leyland, in the early 1980s. The design of commonly-used wind deflectors in the 1970s owed more to superstition than science.
I do not know what Western Tyres do for transport nowadays but you cannot miss the office at the front of their yard on the main drag through Avonmouth.
