It is supposed to - but doesn’t
If I right click the grey area near the address bar then there is no tick.
If I click the TOOLS drop down menu then there is a tick but it will not untick

When you hover over the lock the toolbars writing, does it highlight in blue?

No - never has
Have you completly removed ie8 and ie7 and then reinstalled ie7, cos seems like there is just a problem with the installation. I’ve tried to replicate your problem but can’t.
Anyway it’s dinner time now so bbl.

done that
Try this (assuming IE.7):
First, press F11 to get into full-screen mode.
Next, move the mouse pointer to the “Screen Refresh” button - looks like two opposing green arrows, usually to the right of the address bar.
Then, right-click this button and a context menu will appear. On this menu there should be the “Auto-Hide” option - which should be ticked. If it isn’t ticked then left-click this option to tick it.
Once ticked, move the mouse pointer somewhere else on the screen - say somewhere central - and the address bar, Etc., should auto-hide itself…

It’s one of Microsoft’s instruments to be used in their quest to rule the Internet, shame they seem to be losing to Google
But as I use a mac ( old 1 ) I would have no use for IE or microsoft products
