In the Private Messaging bit, when you send a message it’s stored in your Outbox until the person you sent it to logs on.
It them moves itself into your Sent box.

So if the PM is in your Outbox, it hasn’t been received.
If it’s in your Sent box, it has been.

That doesn’t mean it’s been read, just that it’s been received.
