Checked it out ad nauseum. If they can’t be bothered to provide more in depth information, why rock the boat? 
Even if you only do a bit its worth a try - if you get caught you could argue the toss as there is no info online, the dvla and vosa don’t know if u call them, so how are we to know.
They just don’t want us saving £600 a year, which by EU law we are entitled to.
