No vehicles at any time EXCEPT busses between those times, and unloading between those times.
Not rocket science is it.
BUT, I also agree that if you were delivering there, you’d be trying to read that, check the time and keep an eye out for other traffic, pedestrians and the dreaded cyclists at the same time

I just wanted a professional drivers opinion of what they thought the sign would mean to them when faced with it.

The road sign alone means NO vehicles that would be at ANY TIME
The additional signage I would say means BUS and taxi only between the hours of 7am and 7pm loading only between the hours of 10am and 4pm
so between the hours of 7PM and 7AM NO VEHICLES permitted

Ovlov is correct. The council are enjoying the revenue otherwise they would change it.
You should of put all that in your original post weeto, you just took unnecessary flak for not knowing basic road signs lol. Didn’t realise it was all about a council scam

You didn’t need to know what the council is upto, it was a simple question regarding a sign post and what peoples interpretation of that sign was.
Doesn’t say you can tip, says you can load though.
I never understand the 7.5t signs which say ‘except for loading’…you know theres only one place down that street and you are tipping there…I just drive down there anyway.

I concluded that was what it was supposed to mean as it seemed highly unlikely local buses would be excluded at one time and not another and if they were would have a bus in a red circle. I would have actually read it as no loading 7am-10am and 4pm-7pm ie rush hour.
It would make it clearer if the ‘except local buses and taxis’ was taken off and put on a separate sign of its own mounted further down.
