i think you are wrong there nathan , i used to collect dumpy bags of recycled pellets made from cling film and shrink wrap . you would be surprised how many uses there are for recycled plastics
When I was there end of January, they were just storing it, pending disposal. I think the price was so low/non existant that dumping it was cheaper.
