does anyone know what date the new 17 week reference period starts ? is it this monday 4th august 2008 ?

If your company is using the default fixed calendar reference period suggested by the DFT then it begins at 00:00 Monday 11th August.
But it really depends on what system your company is using

there now telling me it started Monday the 4th so there not using that system as u describe
i was always on the 26 reference until changing jobs recently so as long as i keep the records of where i was and where i am now it will all tally up !

There’s no fixed reference period anyway, your employer can largely choose whatever dates they like to start their 17 week periods on. This can work to their advantage if, for example, they have a 10 week spell when it is very busy each year then they can have their reference period such that a new period starts halfway through so that the busy weeks are split between two reference periods making it less likely that drivers go over the 48h average.
