if i start at 0700 and finish at 2200 (15 hrs) but dont start again until 0900 (11 hr break) is this reduced break or not ■■?

if i do 11 hrs duty inc 45min break but only driving for 4 then take a 3 hr break can i drive another 4.5 hr and take a 9 hr break ■■?

No, you can’t. Doing that would give you a total of 18.5 hours from the start of your shift - 11 hours duty + 3 hours rest + 4.5 hours driving = 18.5 hours. This only leaves 5.5 hours in the 24 hour period which commenced at the start of your shift and would not be legal as you must have a minimum of 9 hours continuous rest in that period. Your time from start of shift until end of shift cannot be more than 15 hours regardless of whether you are splitting your daily rest or not.
If you did 11 hours, took 3 hours rest and then did 1 hour before commencing a rest period that would be legal - 11 hours + 3 hours rest + 1 hour = 15 hours, leaving the required minimum of 9 hours in the 24 hour period. This would not count as a reduced rest period and this could be done on 6 occasions between weekly rest periods.
