My understanding is that it has nothing to do with the CPS. If a EU member state issues an EAW, then the British Police have to act upon it. Your reference to the CPS guidelines is for when the UK authorities want to issue a EAW. We may not issue them willy nilly, however that most certainly won’t apply for some EU countries.
