You can take a 45 every weekend if you want to - its taking less than 45 which is usually the problem
Assuming it was 24 hours you had off last weekend and not say 34 which you deem as a 24 then the 21 hours needs to be paid back in full before the end of the 4th weekend so that would be in 2 weekends time which makes it the easter weekend so should be easily done if you have bank holls off - Payback in full before easter sunday midnight
It all depends on how much of a break he’s had on the weekend prior to the first 45 hour break…

In regards to any payback required then I agree that more info would be required
that was my first 24 all the previous have been at least 45
