I have a quick one for you which might be a little stupid but here goes…
I was travelling up the M1 and the three lanes become two due to roadworks. There was a truck using the outer lane to overtake. I understand it’s not allowed but can the cameras catch that? or is it something only a traffic officer can see and deal with?
So the road becomes a duel carriageway? That means you may overtake slower vehicles using the overtaking lane.
I’ve always been of the opinion that if down to 2 lanes then both are useable to hgv , but obviously move back to left hand lane asap

If lane 1 is closed lane 2 becomes lane 1 and 3 becomes 2 in effect, with all the rules that apply to such, unless otherwise stated and signposted, such as ‘Hgv s use inside lane only’ or whatever.
As for ‘Traffic officers’ you never see em anymore. 
HGVs can’t use the outside lane of a 3 or more lane motorway.
So without any other restrictions it’s a 2 lane motorway so HGVs can use both lanes
